Guidebook update - can you contribute?
The European Commission has funded a project to improve on some specific aspects of the EMEP/EEA Guidebook. For Combustion & Industry the tasks focus around small combustion (in particular for biomass), PM emission factors (are condensables included or not?) and on the quantification of the differences between sulphur, SOx, SO2 and BC, EC in various reporting instruments. The consultant who is executing the work for the Commission presented their approach and some initial ideas during the TFEIP meeting in May 2015. During the summer, the work will continue and draft chapters will be made available by the end of 2015, or early 2016. For each of the tasks, a consultation document has been prepared prior to the 2015 TFEIP meeting. You are invited to review these documents, they can be found here (scroll all the way down to the bottom of this page).
The Expert Panel co-chairs encourage all the Expert Panel members and other experts to provide all information that may be of use for the updating of the Guidebook with the consultant, if possible by 5 June at the latest. Their contact details are in the consultation documents.
In 2014, the TFEIP Expert Panel meeting on Combustion & Industry took place in Ghent, Belgium, on 13 May 2014. The main agenda points in this meeting have been the emissions from small combustion (particularly wood burning) and emissions of condensables. Please find below the agenda and all the presentations.
The meeting also included a specific session for POPs, where the current findings of the POPs group within TFEIP were presented. The complete overview of emission factors can be downloaded here. The Expert Panel encourages all inventory experts from the countries to contribute to the POPs community with your specific knowledge and emission factors you may have available. The 2013 meeting of the Expert Panel on Combustion and Industry took place on 14 May 2013 in Istanbul, Turkey, together with the 2013 TFEIP/EIONET meeting. The main goals of the meeting were to discuss the proposed updates to the EMEP/EEA Guidebook and to the NFR reporting templates for reporting air emissions to the Convention. Furthermore, the meeting also provided a number of presentations on new research topics, mainly regarding the volatile organic compounds and BC/OC. For the next year, the Expert Panel will focus on a review of the revised Guidebook to see what chapters need the most improvement and updating. The lack of funding makes it impossible to make all the improvements that are necessary, so a prioritization is needed. Furthermore, the Expert Panel will continue to provide feedback with regard to the proposed changes to the reporting structures and templates where needed. Any information will be made available through this website where appropriate.

The 2012 Expert Panel meeting took place on 14-15 May 2012, during the TFEIP/EIONET meeting in Bern, Switzerland. The main focus of this meeting was to discuss proposals for an update of the Guidebook by the consultants working on the update. During the meeting, a new list of members of the Expert Panel was started. This members list will form the basis of further communication between the Expert Panel leaders and members. As part of the TFEIP workplan regarding the Combustion & Industry sectors, one of the key priorities for improving emission inventories in general and the EMEP/EEA Guidebook in particular is the collaboration with industrial stakeholders. For this purpose, the Expert Panel organized a workshop to discuss emission inventories for NMVOC emissions from the use of solvents. This workshop took place in Utrecht, The Netherlands, on 17 February 2010. The meeting was attended by 30 experts, with people from the inventory community as well as representatives from the industry (European Solvents Industry Group).
